<p><strong>New Delhi [India], December 21:</strong> Vice President Jagdeep Dhankhar joined the Rajya Sabha Secretariat employees on Saturday to celebrate the festive spirit of Christmas at the Vice President&#8217;s Enclave.</p>



<p>The Vice President&#8217;s official handle on X shared glimpses of the celebration, stating, “Hon&#8217;ble Vice-President, Shri Jagdeep Dhankhar, joined the Rajya Sabha Secretariat employees in celebrating Christmas at Vice-President&#8217;s Enclave today. #Christmas #RajyaSabha.”</p>



<p>The celebration added warmth to the festive season, bringing together employees and the Vice President in a joyous gathering.</p>



<p>Meanwhile, earlier in the week, Prime Minister Narendra Modi also participated in Christmas celebrations. On Thursday, PM Modi attended an event at the residence of Union Minister George Kurian in Delhi. The Prime Minister received a heartfelt welcome and interacted with key members of the Christian community during the occasion.</p>



<p>Sharing his experience on X, PM Modi wrote, “Attended the Christmas celebrations at the residence of Union Minister Shri George Kurian Ji. Also interacted with eminent members of the Christian community.”</p>



<p>At the event, PM Modi lit candles and enjoyed a variety of programs, reflecting the festive spirit of Christmas.</p>



<p>Christmas, celebrated annually on December 25, marks the birth of Jesus Christ, a spiritual leader whose teachings serve as the foundation of Christianity. According to tradition, Jesus was born to Joseph and Mary in Bethlehem, and this day holds deep significance for Christians worldwide.</p>



<p>The festival is observed with midnight mass services in churches, particularly by Catholics. Churches are adorned with Poinsettia flowers and candles, creating a serene and joyous atmosphere. Beyond the religious services, Christmas is a time for family gatherings, homecomings, and festive meals.</p>



<p>The season is marked by traditions such as carol singing, vibrant Christmas lights, and beautifully decorated Christmas trees, which bring communities together in celebration. The festivities serve as a reminder of love, unity, and the enduring spirit of Christmas joy.</p>

<p><strong>New Delhi, December 5:</strong> The Rajya Sabha has passed the Bharatiya Vayuyan Vidheyak, 2024, a landmark legislation aimed at transforming India’s aviation sector by replacing the nearly century-old Aircraft Act, 1934. The bill, which was earlier approved by the Lok Sabha, introduces modern regulatory provisions to align with global standards and streamline the aviation industry.</p>



<p><strong>Key Objectives and Vision</strong><br>The Bharatiya Vayuyan Vidheyak, 2024, focuses on enhancing ease of doing business, fostering domestic manufacturing in aviation, and ensuring compliance with international conventions. Civil Aviation Minister K. Rammohan Naidu, who presented the bill, described it as a transformative step for the industry.</p>



<p>“This Act will strengthen our regulatory framework, promote ease of doing business, and enhance domestic manufacturing capabilities. It aligns India with global standards, ensuring our aviation industry is on par with the best in the world,” Naidu remarked. He also emphasized that the legislation is a proud moment for the nation, promising &#8220;brighter skies ahead.&#8221;</p>



<p><strong>Aviation: Catalyst for Economic Growth</strong><br>During his address, Naidu underscored the aviation sector’s pivotal role in driving economic development, stating that it supports tourism, real estate, job creation, and industrial growth.</p>



<p>“Aviation is not just about flying; it’s a nodal sector that impacts economic activity across industries. Promoting aviation means boosting tourism, creating jobs, and fueling growth in allied sectors,” he explained.</p>



<p>He highlighted the success of the UDAN (Ude Desh ka Aam Naagrik) scheme, which has operationalized 86 airports, significantly increasing passenger traffic and connecting underserved regions.</p>



<p><strong>Addressing Industry Concerns</strong><br>The minister acknowledged challenges such as rising fuel costs and airfares. He urged states to reduce VAT on aviation fuel and assured members that mechanisms to curb steep fare hikes are being strengthened.</p>



<p><strong>Modernizing Aviation Laws</strong><br>The bill aims to address ambiguities and redundancies in the Aircraft Act, 1934, while introducing comprehensive provisions for the design, manufacture, and maintenance of aircraft. Key features include:</p>

<li>Empowering the Central Government to regulate aviation licensing and ensure compliance with international conventions.</li>



<li>Strengthening aviation security measures and establishing mechanisms for compensation and appeals.</li>

<p>New Delhi, December 3: The Oilfields (Regulation and Development) Amendment Bill, 2024, which seeks to expand the definition of mineral oils to include petroleum and natural gas, was passed in the Rajya Sabha on Tuesday.</p>



<p>The bill, introduced by Union Petroleum and Natural Gas Minister Hardeep Singh Puri, aims to regulate the exploration and extraction of natural gas and petroleum. The amendment broadens the definition of mineral oils to incorporate petroleum, natural gas, coal bed methane, and shale gas/oil. However, it clarifies that mineral oils will exclude coal, lignite, or helium.</p>



<p>In addition, the amended bill introduces the concept of petroleum leases, which will cover various activities such as exploration, prospecting, production, making merchantable, and disposal of mineral oils. Prospecting, the initial stage in searching for oil and gas fields, will involve assessing potential petroleum accumulations across large areas.</p>



<p>The bill replaces the mining lease system with a petroleum lease system to cover similar activities, although existing mining leases granted under the old Act will remain valid.</p>



<p>The amendment empowers the central government to establish rules on a variety of matters, including regulating the grant of leases, lease terms and conditions, conservation and development of mineral oils, and the manner of collecting royalties, fees, and taxes. The central government will also set rules concerning the merger and combination of petroleum leases, the sharing of production and processing facilities, and environmental protections aimed at reducing emissions. Alternative dispute resolution mechanisms related to petroleum leases are also included in the new bill.</p>



<p>Regarding violations of the rules, the bill proposes to increase the punishment and penalty. The fine for violations will rise from Rs 1,000 to Rs 25 lakh. For cases of exploring, prospecting, and producing oil without a valid lease, the penalty will be Rs 25 lakh, with continued violations attracting a penalty of Rs 10 lakh per day.</p>



<p>To resolve disputes, the central government will appoint an officer of joint secretary rank or above for the adjudication of penalties. Appeals can be made to the Appellate Tribunal as specified in the Petroleum and Natural Gas Board Regulatory Board Act, 2006.</p>
