India and the United States have reached a significant agreement aimed at bolstering cooperation and information sharing on cyber threat intelligence and digital forensics, particularly in the realm of criminal investigations. The development marks a key milestone in the strengthening of bilateral ties between the two nations in the digital and cybersecurity domains.

A Memorandum of Understanding (MoU) on cybercrime investigations was signed on January 18, 2025, in Washington, DC, by India’s Ambassador to the US, Vinay Kwatra, and the Acting US Deputy Secretary of Homeland Security, Kristie Canegallo. The agreement outlines plans to enhance joint efforts in tackling cyber threats, sharing intelligence, and utilizing digital forensics to investigate and prosecute cybercrimes effectively.

In a post on social media platform X, Ministry of External Affairs (MEA) spokesperson Randhir Jaiswal confirmed the signing of the MoU, noting the importance of the new collaboration in securing both nations’ digital ecosystems. The development comes as both countries continue to emphasize the significance of cybersecurity in their growing digital economies.

Advancements in Digital Connectivity and ICT Infrastructure

The MoU is part of a broader effort by India and the United States to strengthen their cooperation in Information and Communications Technology (ICT). On the day prior to the MoU signing, the two countries reaffirmed their commitment to fostering secure, reliable, and interoperable digital connectivity and infrastructure during the US-India ICT Working Group meeting in New Delhi.

Discussions held during the meeting highlighted key areas of collaboration, including advancements in 5G and 6G networks, artificial intelligence (AI), cross-border data flows, and the promotion of Open Radio Access Networks (Open RAN). Both governments also expressed their commitment to ensuring that their digital infrastructures remain open, secure, and resilient, supporting the growth of the digital economy in both nations.

Shared Commitment to Open, Secure Digital Infrastructure

The US Department of State issued a joint statement following the meeting, reaffirming the shared commitment of both countries to open and interoperable ICT systems. The statement emphasized their dedication to ensuring reliable and secure digital connectivity, particularly as the global digital economy continues to evolve.

The discussions also underscored a mutual focus on fostering innovation in telecommunications and digital technologies. Among the priorities outlined were collaboration on secure and resilient 5G and 6G wireless networks, with a particular focus on open and interoperable technologies such as Open RAN and quantum communications. Both countries also emphasized the importance of ensuring data privacy protections and enabling trustworthy cross-border data flows, crucial for the functioning of a robust digital economy.

Promoting Innovation and Talent Exchange

The ICT Working Group discussions also touched on the importance of fostering digital talent and expanding opportunities for technology collaboration between Indian and US companies. Efforts will be made to support industries including information technology (IT), telecommunications, electronics manufacturing, and semiconductors in both countries. Additionally, the cross-border movement of professionals was recognized as a key contributor to economic and technological cooperation, with a focus on improving visa processing to facilitate easier mobility.

Looking ahead, both India and the US have agreed to continue working together on several key initiatives:

  1. Open RAN Adoption: Promoting the adoption of Open RAN technologies, including efforts to establish an Open RAN Academy in India to advance innovation and supplier diversity in telecommunications.
  2. Undersea Cables and Satellite Systems: Joint efforts to enhance global connectivity by promoting trusted and resilient undersea cables and satellite systems, strengthening secure networks worldwide.
  3. 6G Networks: Developing standards and principles for open and interoperable 6G networks, alongside supporting research and development in this area.
  4. Data Privacy and Cross-Border Data Flows: Ensuring the seamless movement of data across borders while safeguarding privacy protections, with collaboration in international fora such as the Global Cross-Border Privacy Rules Forum.
  5. AI Safety and Trust: Coordinating efforts in multilateral settings to ensure the responsible and safe use of AI technologies, focusing on promoting AI safety and ethical standards.

The agreements and discussions signal a deepening of bilateral ties between India and the United States, particularly in the areas of digital innovation and cybersecurity.
